The Commission rules govern agency proceedings and administer regulatory matters.
The Commission´s rules are set forth in Oregon Administrative Rules (OAR) Chapter 860.
Rulemaking proceedings are quasi-legislative rather than quasi-judicial. That means that unlike in other Commission dockets, you do not need to file a petition to intervene to participate in rulemaking activities. You may participate in workshops (if any are scheduled), file comments in writing through the PUC Filing Center, or present comments orally at a rulemaking hearing.
