NORTHWEST NATURAL: (Docket No. UG 143/Advice 01-10) This filing contains two significant proposals: (1) a public purposes funding mechanism that collects charges from residential and commercial customers for low-income bill payment assistance, low-income weatherization activities, and development of enhanced energy efficiency pro-grams for natural gas customers in the company's service territory; and (2) a balancing account mechanism that seeks to remove disincentives to encouraging core customers from pursuing conservation activities by making shareholders indifferent to these activities.
