Press Advisory - Commission Meets With Power Marketers To Discuss Restructuring

Salem, OR - The Oregon Public Utility Commission hopes to get an idea tomorrow how power marketers are likely to respond to Oregon's effort to restructure the electric industry so providers other than utilities can offer service.
 
"Since restructuring is based on the assumption that there will be competition that benefits customers, it makes sense to find out from the marketers what it takes to interest them in a smaller market like Oregon, " Chairman Ron Eachus said. "We ought to find out if anyone will come to the party before we send out invitations."
 
Representatives for a number of marketers including the Electric Power Supply Association, Greenmountain.com, Powerex, New Energy Ventures, Calpine, PG&E National Energy Group, Dynegy, PPL EnergyPlus Co. (Montana) are expected to attend the meeting.
 
Senate Bill (SB) 1149, passed by the 1999 legislature, requires investor-owned utilities to provide marketers access to electricity markets by Oct. 1, 2001 in order for industrial and large commercial customers to have competitive options. Also by that date, residential customers will be able to choose a "market-based rate" or the traditional "cost of service" rate.
 
The PUC staff continues to hammer out the details of proposed restructuring rules for how the market will work. Draft rules could be released by early June.
