Residential Service Protection Fund Surcharge Adjusted

Salem, Ore. Telephone and cellular customers in Oregon will see a slight increase next year in a state surcharge on their phone bill.  The Residential Service Protection Fund (RSPF) surcharge will increase from 5 cents to 9 cents per line effective January 1, 2009. This fee has not changed for two years.
The RSPF surcharge funds three programs: Telecommunication Devices Access Program (TDAP), Oregon Telephone Assistance Program (OTAP), and Oregon Telecommunications Relay Service (OTRS).  These programs are offered by the Oregon Public Utility Commission.
RSPF Program Manager Jon Cray said, “After reviewing the financial projections, we determined that we need to increase the surcharge and two of our key advisory
committees agreed with the recommendation.” “With this adjustment, we are assured of having enough funds in the future for these essential programs,” Cray added.
Telecommunication Devices Access Program (TDAP)
The Telecommunication Devices Access Program (TDAP) loans adaptive telephone equipment at no cost and with no income restrictions to eligible Oregonians who have a severe or greater hearing loss or speech impairment, vision, and mobility impaired. 
The Oregon Telecommunications Relay Service (OTRS)
The Oregon Telecommunications Relay Service (OTRS) is available for all Oregonians and provides telecommunications access that is functionally equivalent for persons with and without hearing or speech disabilities to communicate via the phone.
Oregon Telephone Assistance Program (OTAP) & Link-Up America
Oregon Telephone Assistance Program (OTAP) currently provides a maximum of $13.50 per month for some telephone or cellular service for low-income customers who meet eligibility requirements.
Link-Up America helps qualified individuals by paying for one-half (up to $30) of the line connection charges for new residential telephone service.
