Transmission Workshops
Overview of Transmission Planning Workshops
On Nov. 4, 2018, the Chair of the Oregon Public Utility Commission (Commission) sent a letter to stakeholders who expressed an interest in helping the Commission host a series of transmission workshops to promote Commission education on and discussion of generic, foundational transmission topics.  The Commission requested feedback on topics to cover in these workshops, representatives from utilities and stakeholders to help design and plan the workshops, and dates for a first workshop.
The Commission received replies from the following companies and organizations:
At the Regular Public Meeting on November 20, 2018, the Commission discussed arrangements for parties to collaborate, design, and present a series of informational transmission workshops.  The Commission identified the need for the formation of a planning committee to develop plans and agendas for the workshops.  Led by Commission Staff, the planning committee is comprised of representatives from utilities, independent power producers, and non-governmental organizations.  On November 27, 2018, Chair Decker sent a second letter confirming the date of the first workshop to be January 17, 2019.  The Commission also indicated that Planning Committee representatives are responsible for gathering feedback within their sector and communicating preferences to the committee, and that Commission Staff should represent input from ODOE and consumer groups as applicable.
Additional Guidelines for Workshop Content Identified by the Commission
·          Content should promote a common understanding of basic transmission concepts and
·          Materials should consist of factual, objective information
·          Use of independent content providers is encouraged where applicable
·          Where multiple perspectives arise, each view is to be presented in a non-adversarial way
  without reference to specific litigated issues or matters before the Commission 
In addition, a working document of terms will be created and appended as the workshop series advances.  New authors or presenters will be asked to have their organization append new terms and definitions into the working document in coordination with Commission Staff.
Presentation materials should be distributed to Commission Staff for review 10 days prior to each workshop.  For example, January 17, 2019, is the date of the initial workshop.  Presenters should send materials to Commission Staff for the first workshop no later than Monday, January 7, 2019. The Commission welcomes the use of graphics and other such informational resources.  All presentation text should be large enough to be readily viewed by an audience member reading a projection screen, and presenters should primarily utilize red, yellow, blue, black, and white so that they are accessible to the color blind.
·          All materials pertaining to the workshops will be posted on Commission website, including 
  agendas, comments, Commission letters, presentations, and any potential deliverables 
  as a result of the workshops.
·          Updates to the working acronyms and definitions document will be refreshed on the
  Commission website.
