Universal Service Frequently Asked Questions
  1. Why is the Commission implementing a Universal Service Fund charge? The PUC was directed by the 1999 Oregon legislature to create the fund to ensure basic telephone service is available at a reasonably affordable rate in high-cost areas of the state.

  2. How much will I end up paying? The charge will range between 2 and 2.5 percent of your bill. The Commission in July will set the final surcharge rate.

  3. Who will pay this charge? It will be applied to all services on phone bills except wireless phone calls or internet access. Wireless companies could opt in at a later date.

  4. When will the charge show up? It will likely appear on your September bill.

  5. Who will bill me? If you receive your charges on one bill, the surcharge will apply to the total bill. If you receive separate bills, the charge will appear on each bill.

  6. Can I avoid paying this surcharge? No.

  7. Isn't this just a rate increase in disguise? No. Companies that receive support from the fund will have to offset money received from the fund with price reductions for some services they offer.
