About the Telephone Assistance Programs
The 1987 Oregon Legislature passed a law ensuring that all Oregonians have access to adequate and affordable telephone service.
Based on that law, the Commission established three telephone assistance programs:
These programs are funded by a surcharge, currently $0.11, which is applied to the monthly bill of each subscriber who has telephone or cellular services with access to the OTRS. The Residential Service Protection Fund surcharge does not apply to certain entities.
